Project Background/Assumptions

Lenawee Now, the local economic development group for Lenawee County, has a work group comprised of Lenawee Now staff and other subject matter experts working on a natural extension of the Align Talent System, The Align Center for Workforce Development.  The Center will provide training and workforce resources to employers in Lenawee County.  The Center will also prepare workers for current and future employment skills needed by employers.

The Center will partner with local educational and workforce development groups to leverage existing resources for workforce development.  The Center will need physical space to deliver programs and services and establish a Makers Workspace to engage with the community.

A financial plan needs to be prepared including a building, capital equipment, and other costs associated with developing and running the organization.  Lenawee Now is applying for grants to help with start-up costs.  Other matching funds will come from local foundations and employers.  The long-term goal is for the Center to be financially viable and self-sustaining.

Description of Required Services

Lenawee Now has a requirement for a Financial Analyst to provide financial consulting services to The Align Center for Workforce Development. Services include:

  • Development of a formal Business Plan template in Excel
  • Assistance in developing a three (3) year business plan
  • All supporting documentation used in the development of the business plan

Evaluation & Selection

The Financial Analyst selection will be based on the best value to Lenawee Now considering the following factors: fees, qualifications, and references.

The following factors are of equal importance. They include but are not limited to:

  • Relevant Experience – That is, experience obtained within the past (3) years specifically providing or performing financial services of similar size, scope, complexity in addition to:
  • Demonstrated ability working with Excel
  • Previous experience creating financial plans
  • Knowledge and skill in oral, written and digital communication
  • Demonstrated ability to create PowerPoint presentation
  • Outstanding organizational skills and demonstrated ability to follow Client’s office procedures.

Past Performance should be indicated by a list of current or previous contracts with names of points of contact and their current telephone numbers who can answer specific questions on quality of workmanship and scheduling.

  • Qualifications/Technical Competence – To include the following:
  • Technical Information – Technical information should include a narrative discussion addressing your technical competence, your firm’s capabilities, qualifications, and approach to satisfy the requirements of the project based on your understanding of the client’s expectations.
  • Education/Certifications – Minimum of a Bachelors Degree in Business Administration or related field with an emphasis on Financial Accounting.
  • Resume Including professional experience, dates of employment, etc.
  • Insurance Requirements

Prospective contractors are required to have General Liability Insurance & Worker’s Compensation. Proof of insurance must be submitted with quotes

Information to be Submitted with Quotes

The following information must be included in this Request for Quote (RFQ):

  • Project Title
  • Business point of contact name, telephone number and email address
  • Pricing – Include cost to complete project as previously stated to develop a three (3) year financial plan template and assist with completion of a three (3) year financial plan for The Align Center for Workforce Development
  • At least two (2) professional references with the contact number and name of the contact person you provided for the same/similar goods and/or services.
  • Certificates or other documentation confirming appropriate types and levels of insurance required are currently in effect.
  • If requested in the RFQ, please provide resumes of personnel that may also be assigned to perform work under the anticipated award of contract.
  • Cite the date through which pricing submitted is valid.
