Project Background/Assumptions
Lenawee Now, the local economic development group for Lenawee County, has a work group comprised of Lenawee Now staff and other subject matter experts working on a natural extension of the Align Talent System, The Align Center for Workforce Development. The Center will provide training and workforce resources to employers in Lenawee County. The Center will also prepare workers for current and future employment skills needed by employers.
The Center will partner with local educational and workforce development groups to leverage existing resources for workforce development. The Center will need physical space to deliver programs and services and establish a Makers Workspace to engage with the community. Lenawee Now is applying for grants to help with start-up costs. Other matching funds will come from local foundations and employers. The long-term goal is for the Center to be financially viable and self-sustaining.
Description of Required Services
Lenawee Now has a requirement for an Employer Demand consultant to provide services to The Align Center for Workforce Development. Services include:
- Development of a new or use of existing, data gathering tool to appropriately determine Lenawee employer training and development needs, now and into the future
- Assistance in developing a three (3) year training and development response plan
- Ability to work with Lenawee employers to understand, measure, and create a report to stakeholders of the anticipated employers’ use of the Align Workforce Development Center.
Evaluation & Selection:
The selection of a person for this consultant role will be based on the best value to Lenawee Now considering the following factors: fees, qualifications, and references.
The following factors are of equal importance. They include but are not limited to:
- Relevant Experience – That is, experience obtained within the past (3) years specifically providing similar services in, scope and complexity in addition to:
- Demonstrated ability to work with data collection tools to provide comprehensive feedback to our Design Team
- Previous experience creating a comprehensive training and development response the Align Center would utilize in our curriculum of in-house, online, and onsite training courses.
- Knowledge and skill in oral, written, and digital communication
- Demonstrated ability to create PowerPoint presentation
- Outstanding organizational skills and demonstrated ability to follow Client’s office procedures.
Past Performance should be indicated by a list of current or previous contracts with names of points of contact and their current telephone numbers who can answer specific questions on quality of workmanship and scheduling.
- Qualifications/Technical Competence – To include the following:
- Insurance Requirements: Prospective contractors are required to have General Liability Insurance & Worker’s Compensation. Proof of insurance must be submitted with quotes.

The following information must be included in this Request for Quote (RFQ):
- Project Title
- Business point of contact name, telephone number, and email address
- Pricing – Include the cost to complete the project as previously stated to develop the assessment of employer demand and a three (3) year training plan template for The Align Center for Workforce Development
- At least two (2) professional references with the contact number and name of the contact person you provided for the same/similar goods and/or services.
- Certificates or other documentation confirming appropriate types and levels of insurance required are currently in effect.
- Please provide resumes of personnel that may also be assigned to perform work under the anticipated award of contract.
- Cite the date through which pricing submitted is valid.
